Need help using Wisbar

Im new to wisbar and im trying use the diamond theme and I have no clue what to do once the three files are installed. I dont get anything please help please cause the theme looks tight

on the wisbar diamond theme all you need to do is install wisbar and wisbar desktop and then install the diamond cab file! down fall is that you have to wait for lakeridge to drop another version seeing as how there old ones are expired!@
 
ok thats why its not working.. when and where would it be noted that a new one is availiable
